I am directed by the Secretary of State for Foreign Affairs to enclose, herewith, for the information of the Duke of Devonshire, a copy of a despatch with its enclosures received from His majesty's Consul-General at Shanghai regarding a bequest by the late Sir Ellis Kadoorie of Hongkong of one third of his residuary estate to His desty's Government for the purpose of building

a school or schools in Palestine or esopotamia.

2. In the event of His Majesty's Government deciding to accept the bequest, is Majesty's Consul-General

recommends that authority be given to the person appointed to represent them in Sha: hai in the matter to join with the other interested parties in consenting to give effect

by the executors to cromise made by Sir E. Kadoorie to defray half the cost of the construction of an Assembly

Hall in eonnexion with the Ellis Kadoorie Public School

for Chinese at anghai. The school was founded by the deceased and handed over to the unicipal Council by when the balance of the cost of constructing the hall would

be defrayed, and it would parently be to the advantage

of British interests there if the admitted intention of the

deceased could be carried out.
